OUTER WAVES is a new alternative arts festival designed to fill a cultural gap in Liverpool’s existing festival landscape. Inspired by the city’s rich underground music and art history, our aim is to celebrate and strengthen Liverpool’s grassroots creative communities while inviting international artists and audiences to participate.
